Chelsea have been in talks with Roma over Dzeko for the past few weeks, with Blues boss Antonio Conte desperate to add competition for misfiring striker Alvaro Morata.
The Blues are said to have had a number of bids rejected by the Serie A club.
And now it looks as though Chelsea’s hopes of signing the Bosnia international before tonight’s deadline are all-but over.
Roma managing director Mauro Baldissoni insists the club are “happy” to have Dzeko staying at the Stadio Olimpico for at least the remainder of the season.

“If Roma had needed to sell Edin Dzeko, we could have pushed to do so," Baldissoni said.
"Instead, the club maintained a clear position.
“We did not panic, we did not try to accelerate negotiations. Edin is a great player and we are happy that he is staying here.”

Chelsea have also been heavily linked with a move for Arsenal striker Olivier Giroud.
The Frenchman is surplus to requirements at the north London club following today’s £60m club-record signing of forward Pierre-Emerick Aubameyang.
Should Chelsea bring in a new striker before tonight’s deadline, the Blues are expected to send Michy Batshuayi out on loan to Borussia Dortmund.
