YOUNGSTOWN, Ohio (WKBN) — A member of the Youngstown City School administration has been placed on leave after he was arrested on domestic violence charges from an incident where video shows him bashing a female juvenile into a car.
The Dean of Students at Youngstown City Schools, Chivas Whipple, has been placed on paid administrative leave after being arrested Saturday on domestic violence charges, YCSD communications director Stacy Quiñones confirms. Quiñones said the district cannot provide further details as it is a pending investigation.
Security footage at a home captured the incident around 1 a.m. Saturday where he can be seen shoving a juvenile female against a car with enough force to cause a dent before throwing her to the ground. Reports state the victim was known to the suspect from outside of the school system.
She repeatedly cried for him to stop as he continued to grab at her and shout profanities.
Reports state the victim told police, “he came out of his car and grabbed me and threw me around… I knew he was gonna do that because that’s just how he is.”
The victim was asked if she needed medical attention, but she refused.
Police reports state the altercation began because the victim did not inform Whipple of her whereabouts.
Whipple was arrested after police reviewed the security footage and deemed his treatment of the victim to be “excessive in nature.”
He was arrested early Saturday morning by Liberty Township Police Department and released on $5,000 bond on personal recognizance. He appeared in Girard Municipal Court Monday morning.
A protection order is in place for the victim.
In addition to his position as Dean of Students, Whipple serves as Youngstown East boys basketball head coach.
